AMITE -- Margaret Sanchez, a person of interest in the dismemberment of a Tickfaw-area woman whose torso was found in the Bay of St. Louis, has not signed extradition papers that would transfer her from the Tangipahoa Parish Jail to Hancock County, Miss. where the sheriff wants to question her and a companion.

Mississippi Coast authorities did not provide sufficient information Thursday morning in Amite on why she should be moved to their jurisdiction.

"She did not sign because she has no relationship with Hancock County," said Reginald McIntyre. He is District Defender in the Office of Public Defender in Amite.

"We were appointed by Judge Morrison. She was picked up on a traffic violation in the Loranger area."

She and Terry Christopher Speaks, 39, were arrested by Tangipahoa Parish Sheriff's deputies June 12. She may have been enroute to visit her mother in the Loranger area.

What led to her arrest was a failure to use a turn signal. That triggered a traffic stop.

"Tangipahoa Parish Sheriff's deputies know who she is," said McIntyre. "I think she was picked up in an auto."

"He fled," said McIntyre. "She gave them names she knew him by. That was not correct. They had enough cause for an arrest," said McIntyre.

Speaks was reported in federal custody Wednesday after U.S. Marshals arrested him on a North Carolina warrant accusing him of failing to register as a sex offender, U.S. Attorney Jim Letten said.

He was accused in Surry County, N.C., of failing to register as a sex offender.

Federal prosecutors have asked to have Speaks held as a flight risk, Letten said.

Victim Jaren Lockhart, 22, has roots in the Tickfaw area. She was reported missing by her boyfriend when she failed to return home from work at a Bourbon Street strip club.

This is a triangulated case where evidence of a murder may be in three jurisdictions:

--Orleans Parish, where a video may show suspects with the victim leaving a strip club.

--Jefferson Parish, where authorities searched the Kenner home that Sanchez and Speaks shared Deputies took bags of items and dug in a wooded backyard, along with cadaver dogs Wednesday. Sanchez, a sometimes dancer herself, was seen twirling a baton in her front yard, a neighbor told TV reporters.

--Hancock County, Miss., where body parts began washing ashore last week.

"What they have is evidence of a body," said McIntyre.

"We do not represent the man," said McIntyre, referring to Speaks.

Sanchez is held on a $1,500 bond, the normal "scheduled" bond that a traffic offense calls for, said McIntyre. "A judge didn't set it. It is on a schedule."

Can Sanchez post bond and leave the Tangipahoa Parish Jail?

No. Hancock County has placed a hold order on Sanchez. "We are assuming it is a material witness hold," said McIntyre. Eventually, Hancock County prosecutors will have to file more information. Otherwise, there may be a hearing here on the status of Sanchez.

"They'll probably have to file again," said McIntyre.

"They could come back with a new extradition or affidavit today, tomorrow or next week," said McIntyre. "If they don't come back we would file to have a hearing on a bond."

"What we know is what you know and the media know. And that's what the courts know," said McIntyre.
