On March 6, 2009, Detectives with the Rayne Police Department’s Narcotics Investigation Division arrested Mark Sinegal and Sylvia Mouton during an ongoing investigation initiated by the arrest of several other individuals. When arrested, Sinegal had rock cocaine with an estimated street value of $9,000 dollars in his possession. Marijuana with an estimated street value of $3,600 dollars was also seized during the course of the investigation.
A search of his mobile home, located at 606 Bailey Street, Rayne LA 70578 produced additional crack cocaine, several ounces of marijuana packaged for sale, codeine syrup and a 9mm semi-automatic pistol. Also within the residence was a safe containing $41,190 in U.S. Currency, which during the course of the investigation was determined to be proceeds related to the sale of marijuana and cocaine.
Chief Stelly states “That a major drug supplier in our community has been removed.” Sinegal is currently on probation for prior drug offenses.
Chief Stelly added “in addition to prosecution for the offense, we are utilizing the State’s civil forfeiture law to seize assets gained by drug sales. The drug trade is an epidemic that unfortunately has even spread to small family-oriented towns such as ours. We intent to use ever tool available to us to combat this real and dangerous threat to our children and citizens.”
Bond was set on Sinegal at $87,300 and on Mouton at $70,000 with both suspects were booked into the Rayne City Jail . The investigation is ongoing and more arrests are expected.
